I am between the cities of Caucaia and Fortaleza, in northeastern Brazil, at this moment at 18:25 (GMT). It is said that there is rain, including heavy rain, in the region. However, the sky is very clear, practically cloudless, in a heat of 31ºC.

No, it is not said that there is rain, it is not an observation, it is the forecast of a weather model. In your screenshot it is the forecast of the ECMWF model. You did not look at the 2 other models available in your area, GFS and ICON, otherwise you would have seen that their rain prediction was not the same.
