This is not Windy's forecast, this is a forecast from a weather model, probably the default one from Windy (ECMWF).
You are comparing the 3-hour rain forecast on windy with the 1-hour forecast on zoom.earth. You should divide the amount of rain by 3 on Windy.
Then, for a fair comparison, it would be better to compare the forecasts according to the same model.
Zoom Earth uses the ICON model from DWD. The same weather model is also available in Windy.
