A towering cloud, especially one that appears tall and prominent, often indicates the presence of a cumulonimbus cloud, which is commonly associated with thunderstorms and severe weather. However, if it’s not raining in the area, it could mean the cloud is still in the development phase, or the precipitation is falling elsewhere. These clouds can form quickly and might bring rain later, or they could dissipate without producing significant rain.

I can understand it like this: High clouds that do not bring rain are usually a sign of stable weather or just a sign of mild atmospheric changes, such as the appearance of a low pressure area or strong winds coming.
