News/Announcement banner on homescreen appears too late and moves favorites

The news banner on the homescreen (PC) always appears 1-2 seconds after the favorites. Sometimes I will click it on accident, because it appears later and moves the favorites.

Can you change the location, or at least make it appear at the same time? I also don't like that the news comes all the time, even if I already looked at the post. On the PC website it could appear to the right of the favorites or below them. on the App also below the favorites.
Maybe also add an option to disable the news banner.

The bar in the left top corner is the search bar for new locations.
To find your list of favorites you need to click on your picture profile in right top corner.
And there is a cross to remove the news banner for the next connections.
