I am building a student project for that is similar to Windy in concept but only for France and and with limited observation data.

I see here - https://donneespubliques.meteofrance.fr/?fond=produit&id_produit=307&id_rubrique=34 - that MeteoFrance provides radar data for France and its overseas territories. The BUFR files seem very difficult to decode. I am especially struggling with New Caledonia as there seems to be little info.

What projection information can be extracted from these files and how in order to project it onto a map?
