Proposed Improvements to Alerts

Hi Windy. I have a few proposals to make the alerts feature more robust:
- For the temperature alerts, as of now, it can't be set for any lower threshold below -20°C. Could you look into allowing a lower threshold for issuing extreme cold, especially for users that live in extremely cold environments or are very acclimated or resilient to extreme cold conditions.
- For precipitation alerts, could you all look into adding the one hour option, as well as also being able to set alert thresholds that go up over 100mm. This would be especially helpful for those living in tropical, equatorial, and monsoonal climates, while also helpful for convective summer thunderstorms. Also, another idea could be to put multi-tier warnings, like 50mm in 1 hour, 70mm in 3 hours, and 100mm in 6 hours for the same alert?
- For snow alerts, could you also do something similar to precipitation alerts, with more customizable features, and also include possibility for also adding 72 and 120 hour options along with one hour option like I said earlier for rain?

In addition to these proposed improvements I said, It would be a great idea to also include alerts for other parameters, such as relative humidity, dew points, wet bulb, wind chill/prescribed temp (if you decide to implement it in the future), fog, thunderstorm intensity, fire weather, air quality, and more.

Another idea, how about making alerts that require more then one layers to come together, such as freezing fog (30°C with dew point of >16°C), and such. These more advanced or customized alerts features could be a part of premium while keeping basic alert creations free.
Any thoughts to these improvements I have proposed? Out of all these proposed changes, I think the most important right now would be lowering the extreme cold alert threshold.
