Start-up location never stays on selected location

Start-up location keeps reverting to determined by my IP despite me being signed in and having the start-up layer set on a specific location. How can this be fixed or location never be determined by my IP. Obviously we know where we are in the world so not sure why we can't choose to disable this function.

I get around this issue by Setting alert. Set alert for place you want as startup location.
Then go into startup location setting, and select that location it will be Determine by IP by Default. this will fix it.

My startup location is Alert "Tibba" thats how i set it.
