Trying to get an API Key for localhost / XAMPP use

Hi,
I'm a 19 years old spanish windsurfer and an IT systems manager in the making. I'm on the second and last year of my studies and we are asked to make a "Final Degree Task" to test our skills in general. The issue is that we don't use domains, we simply use XAMPP and localhost so we don't need to spend money or be open to cause any kind of chaos, as some mates would be creating online shops with false payment gateways hahaha.
I found the idea of using your API Key interesting for creating a programme with a database to let schools, brands and individuals organise their sessions and also design preset good days in order to save them time and energy wasted on bad or random days. It would take advantage of your visuals and forecasts.
I tell you all this because when I asked for an API key I was asked for a domain or project id, but I have none of them as you can see. I'm not a Premium User by the way.
I hope you can help me in any way. The project is set to be finished in the starts of June.
