Wind speed color

Can someone explain the color coding on the "winds" tab?
Is the color coding for steady state wind speed or gusts?
It just seems inconsistent.

The color coding only applies to average winds, those with the largest characters.
The smallest characters correspond to wind gusts, but they are not affected by the color coding.
