This guy is not a wind surfer. He is a paraglider using a sock harness.
He is not at waves level, far much higher !

@idefix37 ahh that's so cool - as I looked closer at the image I posted I kept thinking...he's not even on the waves though, what's happening?! hahah. Thank you, you've explained it all!
