- Open the Windy.com app and log in with your account
- Open the subscription offer and click on “restore purchases.”
This action should assign the Premium to your account, and you can use it across your devices.

@Владимир-Мальцев Your Premium is already assigned, but to email made by Apple (the strange one from screenshot). This email address is made by them to keep your own email address out of the app, when you login with Apple login button. So please try to log out now and login back with this Apple login button.
