AFAIK, intensity threshold for Heavy Rain alert cannot be changed as is indeed set around 45 dBZ.

AFAIK heavy rain alerts do not have intensity settings. Maybe You mean rain alert (that is based on forecast, not real-time radar data).
Could You send a screenshot of Your alert?
