Radar returns do not show up immediately

Whenever the Radar+ layer is selected for the first time or after refreshing the page it does not show radar returns. This is fixed by e.g. changing the zoom levels once, panning the map or switching to a different layer and back.

This has been observed in the Android app and the website.

@fastslow Hello, you are right about this, but I checked our new version which is planned to be released soon and the issue is not there. Also I already noted this for any upcoming tests, so we are 100% sure about the fixing this.
