Windy installed additional servers in Singapore to serve Asia users faster

Our planet is big so we have installed an additional server in Singapore. Therefore our users in Asia should now have much faster access to Windy and all its services.

Our initial test estimates that 350ms delay from Asia should be reduced to 50ms.

We would be happy if you could let us know if you have spotted any improvement.
