I’m currently Subscribed to the $59.99 pro access plan and can’t access the tide and water temp features also don’t have access to the extended forcast. Tells me to purchase premium. Do I or do I not have access to all features with the $59.99 pro access plan?

On windy.com, there is no PRO subscription, it is called Premium and its price is different from the one you indicated.
You probably subscribed to another weather app, windy.app, with a blue logo, but it has nothing to do with windy.com, with a red logo.
Therefore, on windy.com, you are not a Premium user and do not have access to extended weather forecasts.
