The map legend shows Total rain accumulation is in feet. Accumulation shows as inches when you click on a specific location but uses the value in feet.

The map legend is not in feet but in inches except the last value 1ft.

It would be 12 inches (=1 ft)

Yes, I don’t know why Windy prefer to display this value in feet instead of in inches.

In either case, we had over 4 inches of rain and total for last 12 hrs only showed 0.15 inch. Which is why I thought maybe it was feet? Still wrong total value.

I assume you observed the rainfall on your rain gauge.
The "Rainfall Accumulation" layer is a forecast, so it is not always accurate.
Have you tried multiple models? Using imperial units I guess you are in the US, where Windy offers several models with higher resolution than the default model.
In any case, during a thunderstorm, it's difficult to accurately predict the rainfall amount.
