Error when trying to pay for windy.com

When trying to purchase the app, it's states that " your transaction can not be completed, to proceed please submit the required document by completing this form . { OR-FGEMF-69} , no button on how I can comply or any reference to helping my find out which documents is needed.
Please help .

I can't purchase windy.com as it states their is an error and I need to show documents. Please help as I use this app all the time
