What are the horizontal lines on the bottom of the Meteogram, do they mean fog?

Could you be more specific and show a screenshot of the Meteogram where you show these lines.
I don’t see such lines at bottom of this screenshot

The Dashed-Lines where the cloud base should be?

It’s quite obvious that these are altitude levels according to the altitude scale in pression levels (hp=hPa), in km and in flight levels (FL).
