Insufficient?
I feel like it's worth putting the effort into incorporating velocity data where it's available. Then as radar's around the world get updated you can accommodate. I don't believe waiting until you have a sufficient amount of doppler radars out there is the ideal plan. But that's just me and maybe I don't understand the limitations you face.
