I wish the picker can be moved anywhere in the the displayed screen. NOT as stationery location (⅓ of the screen?).

You are probably referring to the crosshair in the mobile app.
It's quite easy to move the map under the crosshair with your finger.
Using a picker like in the browser version would not be as precise due to the small size of the phone screen and the contact surface of your finger. -
@idefix37 of course it is easy to move the map under the cross hairs and it is understood that is how to use them.
But the crosshairs are often in the "wrong" place.
We need to use them in context of seeing surrounding area and 2/3 up the screen is often the worst choice.
My personal ideal: make them fully moveable. Maybe with a long press and drag.
Second best: configurable, 1/3, centre, 2/3. -

I believe I'm in agreement with Wenn-Lach and with ThadEGinathom, and found this post as I came to search the feedback forum today for a fix for the same issue:
On the page, the crosshairs are fixed on the page approximately two-thirds vertically upward the map view. So when using the picker to view various weather pages (wind, rain, radar, etc.), the user cannot see much of the map to the North of the picker at the desired zoom level.
It would be much better if the picker location fixed on the page view were centered, rather than as it is currently too far 'north' (or if the user were able to choose the fixed location on the page, rather than as it is currently fixed by default by Windy with no option to change it). For example, if I am viewing active radar for rain storms and precipitation, and storms are coming from the north, then I am unable to see much of what is coming from the north while I'm using the picker/crosshairs to monitor rainfall data at the useful desired location and zoom level. Therfore, in all cases, I'd prefer that the crosshairs be fixed as located vertically centered on the map, rather than vertically so far 'northward'.
Please advise.
