City name transliteration into Cyrillic

I use the Ukrainian locale and and I noticed that, with a few exceptions, city names are RIDICULOUSLY transliterated. I checked other countries and it the same pattern: latin (as if this were Latin) characters get transliterated into russian (sic!):

Take Schweinfurt - it becomes Сцхуенфурт (???).
It's absolutely wrong in ALL languages, it doesn't make any sense. It must be Швайнфурт in practically every Cyrillic alphabet.
7 out of 10 city names in the screenshot are wrong, and it's not that I tried to find a good example, those are ALL OVER THE PLACE.
It not just Germany, look at England:

Who's idea was this? If there is no common name, why not let it in the original language?
There are also questions to the Ukrainian localisation in general, but those are rather minor in comparison with this.
