It is strange because usually these crazy reports are those from personal weather stations.
In this particular case it is an airfield.

More precisely, it is a heliport in a missile alert facility

If it is a military meteo. station it seems strange such inaccuracy.

Starting from today (25 Jan./06:55Z) I think they realized the problem
so, in METAR coding, they omitted temperature/dew point measurments.
