IMD will not open radar data on its own. The best options are getting MoES approval, asking for a written explanation under India’s open data policy, involving NDMA by framing radar access as early-warning support, or working through IITs or IISc that already receive radar data for research. Talking to local IMD offices or sending generic emails is a waste of time. The key is to present this as controlled data use for public safety, not full public release.<br />
All of this steps I have tried IMD will not response to your email but moes may do it<br />

In India, radar data is controlled by the Ministry of Earth Sciences, not IMD directly, so going through MoES is the proper channel. Framing the request as controlled data use for public safety—through NDMA or research institutions like IITs or IISc—makes it more likely to succeed. Generic emails to IMD or local offices usually don’t get responses. Having the right contacts at MoES can save a lot of time and make the process much smoother.</p>

Everything was going well then they asked him why should we give you the data what is the advantage for us and he said you should give the archive data because usa public archives then they just denied him<br />
Moes have a big ego if you hurt it they will Blacklist you<br />
