@suty @filip_k I have mentioned this in an another post but it was confusing now I have done my research If Windy wants internal radar data in India, it should stop dealing with IMD directly and go to the Ministry of Earth Sciences, which actually controls data decisions. IMD will not open radar data on its own. The best options are getting MoES approval, asking for a written explanation under India’s open data policy, involving NDMA by framing radar access as early-warning support, or working through IITs or IISc that already receive radar data for research. Talking to local IMD offices or sending generic emails is a waste of time. The key is to present this as controlled data use for public safety, not full public release.

He wanted radar archive of 2018 classic supercell
Everything was going well then they asked him why should we give you the data what is the advantage for us and he said you should give the archive data because usa public archives then they just denied him
Moes have a big ego if you hurt it they will Blacklist you
He should have said that the archive data Good help in supercell research in India and can help the farmers early warning system please please take this advise
