Chosen start-up layer not applying at all when re-opening website

Windy in browser always seems to open on the "Waves" layer. When I went to settings to change the default start-up behaviour, it was set to "Wind". I chose to set this to the weather radar, closed out of settings, refreshed browser... and we're back to waves!
Checking settings again, it's still set to weather radar, so it's not reverting itself. On mobile (Android) this works just fine.
Any ideas? Or is it a known bug? I see reports from 6+ months ago, but not really any solutions.

@LightlySalted Hello, you mentioned refreshing the browser, but if you standardly refresh the same URL, you cannot get to the default/startup conditions. You can test this by opening once again only ...windy.com, without any path.
