New artifacts in radar view

I am seeing small black “circles” in the radar view. Do these represent

These black dots are not artifacts.
They display the risk of hail as explained in this thread

You know that outside USA and Canada weather radars are not dual-polarized radars which have the ability to discern between rain, hail, snow…
According the last posts of this thread, outside these countries Windy was supposed to use special algorithms. But I no longer see these round dots outside North America. -
@idefix37 but most of the Indian radar are dual pol because after 2011 all Doppler radars were dual pol starting with Jaipur Doppler radar the lifeline of Rajasthan And the older units are getting replaced
