Hi. I registered for premium through my IOS app and I have a receipt from the apple store from that, but I am not being logged in as a premium user if I log into the website using a PC. I see where I can refresh my subscription - but I do not have an order reference number though my apple receipt. How can I use my subscription through the Windy web app?

You need to use the same credentials, email and password, as the ones you use in the mobile app.
