Start Up Layer Use Last Layer Not Working As Expected

Did the behaviour of this setting change? I find that the layer does not open to the last layer. It is opening to the saved overlay whatever that is. Please advise.

@Suty Yesterday for the first time the app wasn’t re-opening to the last used layer. It was opening to some previous layer. In other words, “saved overlay” was not updating to the last layer.
It seems to have revert to normal now. I’m not sure what changed.
