Add time to lines of longitude

Is it possibly to add the UTC time or the local time to the longitude lines? Would be good to know the local time during weather events.

@plattbehrens would like to see the time offset expressed relative to UTC and the longitudes displayed at the top of the maps. Like on this one:

The problem is that actual time zones do not follow lines of longitude exactly.
