can't "report issue" in web app

tried to report an issue using the report an issue button. wrote up the issue. would not send.

(the issue in the screenshot has been reported here separately, this is just about the send button being disabled)

However, regarding to the feedback, we would prefer reporting them here or at support@windy.com.
