How to determine whether there will be sea of clouds on a specific mountain at a given time?
For example, this mountain has an elevation of 2,303 meters. Will there be sea of clouds during the time window framed in red?

According to the airgram,
Stratus clouds, almost touching the ground (fog)
are forecasted in this time window. -
@Gkikas-LGPZ But the mountain stands at an altitude of 2,303 meters. If the cloud top is below this elevation, does that mean there will be a sea of clouds? Where can I check the cloud top height?

I guess it is not the elevation but the altitude above ground.
This is said for Cloud base, same probably for Cloud tops.
