Describing the issue (inaccessible from mainland China) then explaining why you believe access would be beneficial (e.g., professional meteorological use, safety, education) and ask whether there is any procedure to request review or whitelisting. English would work as well. Good luck.

Hello everyone, the decision was made and are actively working on a workaround to offer our service in China again. Hopefully, solution will be out in upcoming days and Windy will work in your country once again.
