Can the Sun be included in the "feels-like" rating?

I now understand the "feels-like" temperature, though - since it's inception - I have always disagreed with it.
Why is there no "in-sun" temp?
In the same moment, the temperature will be:
16°c in my shaded, well-ventilated, patio.
32°c at my letterbox, which will be in open-air, direct-sun.
It would be much easier to sync with our surroundings and understand the weather, if we also knew the temperature from the sun.
It's sort of bias not to include it.
A U.V rating is relevant, but that does not give an actual number eg. 1-100°c
