AQI current/forecast seems offset

I can't prove this, but I have recently been monitoring air quality reports, as we have had some smoky conditions in western Washington. Windy shows the worst air quality peaking around 8am. Logically it should peak later in the day, and certainly my observations (sniff test), agree with intuition:
8am: no smoke smell
3pm: strong smoke smell

It feels like a time zone discrepancy (e.g., GMT vs PDT).Can you please check?
