Clarification about Webcam “viewCount” – unusually high number of views

Could you please clarify exactly what the viewCount value represents for a webcam?
Does one view correspond to a user actually opening the webcam page, or can the counter also increase when the webcam preview/thumbnail is displayed on the Windy map, refreshed automatically, or accessed through the API?
I’m asking because one of our webcams increased from 34,775 to 66,188 views in only 15 days (approximately 2,094 views per day), which seems surprisingly high.
Are these unique visitors, page/webcam openings, image requests, or another metric?
