Primary swell not showing on map

In the screen shot the first swell is 2.3m in the table, but 0m on the map diagram.

No, as @suty said, primary swell is 1.6m in the table, same as on the arrow diagram.
Swell 2 in the diagram is 0.

So, there are two swell readings in the table, 1.6m and 2.3m.

Where is the 2.3m in the map diagram. 0m,0s is surely a bug?

No, there is only one swell in the table: it is Swell1.
Swell2 is not displayed in the table.
The first row is Waves i.e. the total of the different swells and the wind waves.
It is easy to check it.
