It is a statistical distribution of the wave heights. On the y-axis it is the number of waves not their height.</p>

thus  e.g. 100 waves divided from small to largest: the average of waves 67 to 100 is the significant waveheight :</p>

So that I think it is worthy to be accurate on using technical words. Note that, the "significant height" is the same as "mean wave height <strong>of the highest third of the waves</strong>". If you don´t want to use "significant wave height", it is not correct to substitute it just with "mean wave height". The true "mean wave height" is actually around 64% of the "significant height".</p>
