Buoy report is wrong or the reported location is wrong

In Tampa Bay, Florida USA Windy is showing a buoy, WTER, in the gulf, west of Anna Maria Island and Longboat Key that consistently shows much higher wind speeds than other local offshore buoys. I suspect that the GPS location is incorrect and that the buoy is actually located somewhere else.
Below I've tried to upload a captured image with the suspect buoy highlighted via a red circle.

You are probably right. The identification of this so-called buoy is "WTER". This identification is the same as the "call sign" of a NOAA's ship whose name is Nancy Foster. This ship is currently is moored in the South of Porto Rico.The conditions of wind reported by this buoy are similar to those you can observe in South of Porto Rico.
So the position of this so-called buoy is wrong. -
