Looks strange that for same place, same time same model
shows wind 5 kts, gusts 60 !!! kts

OK, OK
I have an explanation.
5 kts is the mean wind speed at the end of the 3-hrs timestep
while the 60 kts is the max. during the 3-hrs period
(reached at the begining of the period).
