Wind is the averaged speed usually over 10 minutes but in USA and in aviation it can be over 2 minutes. I guess the weather model of ECMWF is calibrated over 10 minutes. This is partly the reason why Wind on Windy is different from the 1-minute winds predicted by NHC for hurricanes.</p>
