    MVFR or VFR ?

      I see "blue" airport coding, with indication MVFR,
      but I think it is wrong as cloud cover is not BKN or OVC.

      MVFR criteria represent a ceiling between 1,000 and 3,000 feet.
      On METAR cloud cover SCT020 is not CEILING at 020,
      as ceiling means cover more than half of the sky (more than 4 oktas).
      SCT is 3 to 4 octas, not more than 4 octas.
      So, when cloud cover is SCT bellow 030 the flight rules are VFR , not MVFR.
