How do I Create a group?

I really want to create a group and I looked at an older post from not to long ago but it really doesn't specify how to create it. If you can help me out with this that would be very nice.

Hello @WeatherCenter and everyone,

For the reasons mentioned in this instruction, we have recently disabled the option to create new groups.

If you want to create a new group, please let me know its purpose and the title, and I will create it for you (or not). :)
