Cannot find settings on iOS app

I’m running iOS 12.1 and have, I assume, the ne st version of the app. I cannot find the settings anywhere. In some screenshots, I see three horizontal bars in the top left (beside the Search field), but on my iPad, I see the red “swoosh” icon and tapping it only pulls up a mini weather panel. Is this a bug? Am I doing something wrong? etc.

No that’s not a bug.
When you see the 3 bars on in the top left, it’s a screenshot from the website windy.com.
The phone App shows a different layout. Settings are available in the quick menu on the left side.
Press the Wind symbol (1) to open this quick menu. Scrolling down you will find Settings (2) which open a list of main settings (3).
But you must note that some settings can be modified only via the website. Using the same account, modify the settings you want. They will be applied automatically to the phone App.
