windy is more famous in Greece than in Czech Republic !

This are only the Alexa stats, so it says windy is requested by Alexa more often in Greece. This says nothing about total viewers count.

It is impossible for Alexa to get real visitor numbers.
They rely on their spyware called "Alexa toolbar" and other stuff on tracking users. -
The best way to know the number of visitors for a website, per country, is to look at Google Analytics. Google being the main search engine, it gives a good idea of the statistics about a website. I’m sure that Windy’s developpers know them. They are not in free access.
At least with Google trends, you may have an idea per country, in percentage, e.g. as here for Germany:

Like in France, the regions close to the sea coast seem to show the most interest for Windy.com -

I have no doubt about this.
I'm just saying third party rankings are just rough estimates of userbase. -

Greece is on the 12. place:
...these statistics are for website only. If it comes to applications it is much different: Czech republic is somewhere around 10th place or worse. First places are picked by big or "advanced countries" like USA, Japan or India.
For example this is the same ranking for iOS applications:
