Change Wind Chill Warning / Advisory Hazard type from Wind to Low Temp

I noted that Wind Chill Warning / Advisory hazard types are shown as wind. I believe they would be better categorized as Low Temperature hazard types, as the primary threat is not the wind itself, but the temperature in tandem with the wind posting a threat of frostbite and hypothermia.
