What Software Windy Uses to make basemap tile layer?

I would like to know what software windy uses to make the base-map tile layer. They are quite nice.

I couldnt find any option to create tile in mapy.cz. Maybe my question wasn't clear, I asked what software windy used to create the tile layer. sample:
