          I see two problems:

          1. Wrong charset "charset=iso-8859-1"
            Must be "charset=utf-8"

          2. doctype html 4.01
            !DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

          Maybe changing charset already helps, but this source code is telling browsers to use ancient technology.

              I've had this same font character-set issue in Windy since I started using it and did not know the source of the problem. Everything worked as it should, except the interface was not being displayed properly. Following siim's advice above and seeing that you can not alter the now disabled (greyed out) charset menu option setting within Firefox, I checked the Win10 default country/region setting and found it was pointing to the USA instead of Australia, so I set it to the correct current region, then reset the Win10 font options back to system defaults and rebooted Windows.

              The Windy interface option icons now display as they should.
