Can't open the Android app from this menu unless it is already open

Here on Android using Chrome Canary, reading this bug list, in the menus it says Go to windy.com. that works fine if we already have the windy app running here on Android, we get switched to the app. But if the Android app is not running and we choose to open "go to windy.com" in the Android app, it just can't open the Android app!
(Note, I didn't try the other options, like open in browser.)
