It also happens if receiver's noise exceeding the noise threshold.
Other "strange" images are:
Spirals, due to receiving another radar's transmitted pulse.
Radial spokes, due to WiFi 802.11N base units operating within wx. radar spectrum space (5600-5650 MHZ). -

Thanks, I'm actually quite familiar with radar itself, having operated marine radar in a professional capacity for many years, however I just wasn't familiar with the 'clear air' mode that @Gkikas-LGPZ referred to, or visually, the echo pattern that it created.
It seems that this is more of a meteorology specific mode and usage.
