Unable to change profile picture

So I follow the instructions. I remove my old one and upload a new one but when I save my profile it reverts back to my old one. I have tried deleting the current one and logging off. When I log back in I have no profile picture as expected. I upload a new one and it appears on my page but when I save the settings the old photo comes back. This is nuts!

Although my photo has changed in my profile finally, and now shows up here, it still shows the old photo on the weather page and in the android app.

This is happening to me too. Change the picture, new one appears on the Profile page, hit Save Changes and then old one reappears everywhere.
