As explained by @TomSlavkovsky this app with a blue logo has nothing to do with windy.com which has a red logo.

If you mean the color scale at page bottom, that is simply the legend of the colors used by each layer (wind, temperature, rain...) i.e. the map legend.
Here an example with wind layer and wind speed in Beaufort.
